Good News! No Cost Increases

Premiums for the Preferred Provider Organization (PPO) and the High Deductible Health Plan (HDHP) will not increase for 2024. You’ll pay the same costs as you did in 2023.

New! Cigna To Administer the PEHP

Cigna will administer the Parkland Employee Health Plan (PEHP) in 2024. With this change, we expect a better overall experience and more value for you.

  • Better integration. We will have one dedicated Cigna customer service number (800-247-4433) for medical, pharmacy and dental, answered 24/7/365.
  • Tier changes. You’ll see a few changes to the tiers.
    • Tier 1: Parkland Health and Children’s Medical Center (Dallas and Plano) will be Tier 1 providers. Additionally, services from UTSW providers only when they perform services at a Parkland facility will be reimbursed at Tier 1 levels.
    • Tier 2: Cigna Open Access Plus Network (includes services from UTSW providers at non-Parkland facilities)
    • Tier 3: Out of Network (providers not in Tiers 1 and 2)

PPO Changes

You’ll see a few copay changes in the Preferred Provider Organization (PPO).

  • PPO doctor copays. The Tier 1 copay for a specialist visit in the PPO will decrease from $50 to $30. The Tier 2 copay for a PCP visit in the PPO will increase from $30 to $35.
  • PPO emergency room copays. The emergency room copay in the PPO is increasing from $300 to $350 in all three tiers. For ER visits under the HDHP, you will pay the applicable deductible and coinsurance.

 

HDHP Changes

For your pharmacy benefits, the Tier 2 generic copay will decrease from $20 to $10.

HSA Contributions Don’t Roll Over!

If you are currently enrolled in the HDHP and re-elect the HDHP for 2024, your 2023 Health Savings Account (HSA) contribution WILL NOT automatically carry over to 2024. You must re-elect the HSA during Open Enrollment and choose the amount you want to contribute. The IRS increased 2024 HSA limits ($4,150 for employee-only and $8,300 for family coverage). These amounts include Parkland’s contribution ($500 for employee-only and $1,000 for family coverage). To receive Parkland’s contribution in 2024, you must elect the HSA.

Online Appointments With MDLIVE

MDLIVE will replace Teladoc for virtual visits. 24/7 via phone, video or mobile app, talk to a U.S. board-certified doctor who can answer your questions, make a diagnosis and even prescribe basic medications (subject to availability by state). You can get treatment for non-emergency urgent care, behavioral health and dermatology.

Pay a $25 copay in the PPO; pay a $25 copay per visit after you meet the deductible in the HDHP.

More EAP Visits

Three additional Employee Assistance Program (EAP) visits through Cigna will give you a total of eight in 2024. You can choose between ComPsych (five visits) and Cigna (three visits).

Pharmacy Changes

  • Fill prescriptions at Parkland pharmacies and the Cigna Pharmacy Network, which includes most major pharmacies except for Kroger and Sam’s Club.
  • Cigna National Preferred Prescription Drug List will become the new formulary, a list of drugs covered under the PEHP. If the medications you take will be affected, you’ll receive a letter from Cigna with details.

FSA Updates

Remember, you must enroll if you want a Health Care or Dependent Care Flexible Spending Account (FSA) for 2024. Coming soon — discounts on health care items you can purchase from the FSA Store.

Payflex, the FSA administrator, changed its name to Inspira Financial as of Jan. 17. You may use your existing credentials to log in to the new website — inspirafinancial.com. If you log in to payflex.com, you will be redirected to the new website. The phone number at 800‑284‑4885 will not change

Tuition Reimbursement Updates and More

As of Jan. 1, 2024, full-time and part-time-with-benefits employees may participate in the Tuition Reimbursement Program on day one of employment rather than waiting six months. Maximum reimbursement amounts will increase. To receive reimbursement of tuition, you must receive a grade of C or higher. We will also introduce a new education loan assistance benefit. Retirement Program Changes

As of Jan. 1, 2024, the Supplemental Retirement Plan became the Supplemental Savings Plan (SSP). Parkland Health made this change so that the name reflects the true purpose of the SSP to save for the future. Additionally, Parkland introduced a new approach to mandatory savings.

  • For full-time employees. The changes do not affect you as a full-time employee working at Parkland Health as of Dec. 12, 2023 (the pay period end date for the last paycheck in 2023). You will continue to participate in the Retirement Income Plan, often known as the “Pension Plan,” with no change unless you move to part-time status or leave Parkland for any reason and then return. At that point, you would participate in the new Mandatory Savings Plan (MSP).
  • For part-time employees. You will continue to make the same required 7.5% contributions (previously called part-time mandatory contributions). Moving forward, these contributions will go into the MSP. If you change to full-time status after Dec. 12, 2023, you will participate in the MSP as a full-time employee and will not be eligible to participate in the Pension Plan.
